Overview

The Federal Black Spot Program has approved $388,570 in funding to complete road safety upgrades along the length of Wilsons Road, Mornington.

Key issues to be addressed are the sloping road geometry, particularly near several side intersections where crest conditions reduce visibility towards oncoming traffic. This limited visibility increases the risk of intersection crashes during turning movements. Other issues include the lack of pedestrian facilities and conflicting vehicle movements at the Orchid Avenue intersection due to poor driver discipline.

Scope of works

The following works are proposed:

Installation of splitter islands at Hampden Street, York Street, Adelaide Street, Downward Street, Moona Street, Pitt Street and Mitchell Street
Kerb extensions of the service road separator at Pitt Street and Orchid Avenue
Installation of two raised zebra crossings on Wilsons Road and Orchid Avenue, near the Wilsons Road/Orchid Avenue intersection
Installation of two raised safety platforms along Wilsons Road to reduce vehicle speeds
Installation of green pavement treatments at cyclist conflict points
Lighting upgrades where raised treatments are proposed (if required)
Associated signage and line marking
Speed limit reduction to 50 km/h between the Esplanade and Nepean Highway

Please note, provisional scope subject to funding includes two additional raised safety platforms in front of properties 42 and 62 Wilsons Road, Mornington.

The preferred locations for the Raised Safety Platforms (RSPs) and Raised Zebra Crossings have been determined based on the guidelines provided by the Department of Transport and Planning (DTP, formerly VicRoads), as well as considerations such as pedestrian volumes, existing safety risks, parking impacts, and the availability of power for lighting. Please note that the location and dimensions of the proposed treatments are subject to approval by the Department of Transport and Planning (DTP) as part of the project’s detailed design review. If any changes are required based on DTP feedback or site constraints, these will be communicated in future project updates.

The final design will seek to minimise impacts on parking, the surrounding landscape and crossovers while ensuring compliance with standards and achieving the intended safety outcomes.
